Information sharing between Houses, especially [[High Houses]] is done strictly on a need-to-know basis.  While this ensures that each [[House]] maintains its own proprietary competitive secrets, it does mean that collaboration is somewhat stunted.  When two Houses join (amicably or forcefully), a great deal of effort is poured into reconciling the two bodies of knowledge into one cohesive pool.
